President of the Personal Data Protection Office since January 2024, legal advisor. Graduate of law and political science (specialisation – international relations). Author of nearly 100 scientific publications in the field of constitutional law, international and European law, in particular in the field of personal data protection and human rights protection.
From 1997 to 2002, he worked in the media sector, and from 2002 to 2006, he was an employee of the European Integration Office, an internal auditor and director general of the provincial office in Krakow. From 2007 to 2024, he was director of the Constitutional, International and European Law Team at the Office of the Ombudsman in Warsaw.
From 2012 to 2017, he was a member of the Management Board of the European Union Agency for Fundamental Rights in Vienna (FRA). From 2019 to 2024, he was a member of the Management Board of the European Network of National Human Rights Institutions in Brussels (ENNHRI). Since 2023, he has been a senior researcher at the Institute for Democracy at the Central European University in Budapest. For over 15 years, he has been lecturing on new technology law at the Kozminski University in Warsaw. From 2019, he was a member and later chairman of the Human Rights Committee at the National Council of Legal Advisers.
