Doctor of Technical Sciences in the field of telecommunications, specialising in digital radio communications,
Gdańsk University of Technology, Faculty of Electronics, Telecommunications and Computer Science.
For over 30 years, he has been involved in digital radio communication systems, including satellite communication and navigation systems, cellular systems, maritime and aviation radio communication systems, Mission Critical Communication systems, etc.
Since 1999, he has been a national expert and delegate of the Polish Government to UN agencies such as ITU, IMO and European organisations such as CEPT, EMSA, GSA (now EUSPA), etc.
From 2014 to 2020, he was the Director General of the National Institute of Telecommunications – State Research Institute in Warsaw. He was an expert of the Council for Digitalisation at the Ministry of Administration and Digitalisation, the Polish Academy of Sciences, a member of the Programme Council of the World Telecommunications and Media Symposium, and Vice-Chairman of Commission G of the Polish National Committee of URSI. In 2015-2020, he was Chairman of the Scientific Council of the EMAG Institute in Katowice and a member of the Scientific Council of the NASK Institute in Warsaw.
He was the vice-chairman of the Polish Government delegation to the ITU WRC15 and WRC19 global conferences (signatory to the final acts) and of the government delegations to the ITU Plenipotentiary Conference (election of ITU authorities).
He is an expert at the Polish Space Agency (Polsa). For many years, he represented the Minister of Digital Affairs in the Interministerial Team for Space Policy in Poland.
Appointed by the Prime Minister of Poland as a member of the Council of the Polish Space Agency for the first term (5 years).
For many years, he was a member of the Electronics and Telecommunications Committee of the Polish Academy of Sciences and a member of the Space and Satellite Research Committee of the Polish Academy of Sciences.
He currently serves as an advisor to the management boards of the Polsat Plus Group and Asseco Poland. He coordinates projects related to ICT infrastructure, the use of cloud technologies and cybersecurity.
He is an academic teacher, lecturing on information theory, wireless systems and satellite communication systems for students at the Gdynia Maritime University and the Kozminski University in Warsaw. He carries out research projects at the Warsaw University of Technology.
