Col. Jan Kelner, Ph.D. D.Sc. Eng., Prof. of WAT

Director of the Institute of Communications Systems, Faculty of Electronics, Military University of Technology

Scientist and academic teacher educating military and civilian students at the Faculty of Electronics of the Military University of Technology (Military University of Technology) for over 20 years. Specialist in the field of telecommunications, reconnaissance and electronic warfare systems, in particular in the area of the physical layer of radiocommunication systems. Currently, his scientific and research work focuses on the use of 5G technology in the army, military drone applications, and anti-drone systems. He is the head of the ten-person Group of the Analysis, Modeling, and Estimation of Radio Channels (GAME-RC), which implements six research and development projects, both domestic and international.
He has been the Polish Principal Voting Member of the Information Systems Technology Panel within the NATO Science and Technology Organization (NATO STO) and a CapTech non-Governmental Expert (CnGE) in the CapTech (Capability Technology Areas) Communication Information Systems and Networks at the European Defense Agency (EDA) since 2017 and 2019, respectively. In 2020, he has been involved in the work of the IST-187-RTG (Research Task Group) on 5G Technologies Application to NATO Operations within the NATO STO. On November 1, 2021, the Minister of National Defense appointed Col. Kelner to the Team of Social Advisors of the Minister of National Defense for Cybersecurity. Since 2022, he has been an expert at the Office of Electronic Communications.
In 2001, he received his M.Sc. degree with honors from the WAT in the field of applied physics. He defended his Ph.D. thesis in 2011 at the Faculty of Electronics of the WAT in the field of telecommunications, for which he received the WAT Rector Award and the Mazovia Innovator title. In 2020, he received his D.Sc. (habilitation) degree from the AGH University of Science and Technology in the field of information and communication technology. He also finished post-graduate studies at the WAT, Kazimierz Wielki University, and Warsaw School of Economics.
Since January 2021, he has been the Director of the Institute of Communications Systems at the Faculty of Electronics of the WAT.
